I am not looking to purchase exotics as pets so please no lectures. Just looking for a list of states that allows them without having a license.

it is going to depend on the specific type of animal. Exotics can be pretty much anything from ferrets, spiders, and non-venomous snakes to wolves, large cats, large reptiles such as alligators to elephants. Each city, state or county is going to have there own definition of what they consider exotics and have there own rules about how they regulate them.
Each state has different rules on different animals. Some are illegal alltogether, others are allowed with permits.
California, and NYC have some of the stricter policies. The Mountain States and the Inner South have the fewest.
