The correct thing to do would have been to take the cat to a vet to be scanned for a microchip (which yours has) & then she could have been returned to you but some folks just take cats in without regard to the rightful owner. One of my cats sometimes roams a good distance from our house but I don't think he's ever gone 15 miles away...that's a good distance. Even if your cat had had a collar with a tag on it this lady would have probably still taken her & kept her. I can understand why you are upset about this as I would be in the same circumstances....there are a lot of people out there who have a thing about gathering as many cats around them as possible - hoarders I think they are called.
