I flew my three cats (and a dog) with me when I temporarily moved to Spain, then to Italy, back to Spain, and back to the U.S. about 10 years ago. They flew underneath, in the pet cargo area, without any medication, and they were fine. It was kind of a pain getting the paperwork in order, but there was no quarantine. At the time, I believe England was the only European country requiring a quarantine period, and I think that requirement has since been removed. I agree the military should be able to tell you about the required paperwork. If not, your vet should have the information and forms.
Would go to the web site petswelcome.com and post your question there about moving out of the country…I did this 6 years ago when I moved from california to virginia and it helped me alot I moved with 3 adult cats and after all the help I got from this site I never and had any trouble moving. When I asked my question about moving across country I had about 100 people e-mail me there stories and suggestions! I am not kidding everything was great. And me and my husband and had a nice trip !
