Why Would My Pet Birds Be Fighting?

My two pet birds are really closely bonded and can’t even be separated briefly. But fairly regularly the younger bird violently attacks the older bird. Quite often there is a lot of blood. The older bird has had part of its foot pecked off. But they get very distressed when separated from one another. Why would one attack the other?

    You do not say what species they are?are they two males?
    At this time of year some birds are coming into breeding condition and this will cause aggression as one wants to dominate the other.
    If they are so aggressive toward each other and drawing blood then I would remove one and put it in another cage alongside it’s”mate”till they calm down .
    (are they Lovebirds?)
